[Product/Ingredients] Where Can I Find Cosmetic Ingredient Information?
Hwahae provides cosmetic ingredient information based on publicly available data from the following sources:
1. Safety Ratings by Ingredient: EWG SkinDeep Website
The EWG rating is a safety assessment system for cosmetic ingredients, developed by Skin Deep, a database created by the Environmental Working Group (EWG), a U.S.-based non-profit organization founded in 1992.
These scores are based on data from government agencies (ACGIH, EPA, ECB, FDA, CIR) and academic research.
Hwahae follows the EWG rating method to display ingredient risk levels and data reliability as follows:
- Risk Levels: 1-2 (Low Risk) / 3-6 (Medium Risk) / 7-10 (High Risk)
- Data Reliability: None / Limited / Fair / Good / Very Robust
- Ingredients not listed in the EWG database are labeled as ‘Unregistered Grade.’
2. 20 Potentially Harmful Ingredients: The Secrets of Korean Cosmetics
The Secrets of Korean Cosmetics, a best-selling beauty book, serves as the basis for the 20 Potentially Harmful Ingredients list. This book identifies 20 harmful cosmetic ingredients that consumers should avoid.
3. Allergy-Inducing Ingredients: Ministry of Food and Drug Safety (MFDS)
The list of allergy-inducing ingredients follows the allergenic fragrance ingredients regulated by the Korea MFDS.
Under the 2020 revision of the Cosmetics Act, cosmetic products containing MFDS-designated allergy-inducing fragrance ingredients must explicitly list them on the packaging.
For more details, refer to [Home tab > Beauty ON > ‘New Labeling Requirements on Cosmetic Packaging from 2020’].
Regulation Scope
- Applies to ingredients exceeding 0.01% in rinse-off products
- Applies to ingredients exceeding 0.001% in leave-on products
4. Ingredients by Skin Type: Korean Dermatological Association
The Ingredients by Skin Type list is based on the Cosmetic Selection Guide by Skin Type, published by the Korean Dermatological Association on October 23, 2008.
This guide categorizes skin types into oily, dry, and sensitive, highlighting ingredients that are beneficial or should be avoided for each type.
5. Functional Ingredients: Ministry of Food and Drug Safety (MFDS)
The Functional Ingredients list follows the MFDS Regulations on Functional Cosmetics. Hwahae categorizes functional ingredients into three groups:
- UV Protection
- Brightening (Whitening)
- Wrinkle Improvement
This classification does not evaluate the product’s functional effectiveness but only indicates whether it contains functional ingredients.
[Product/Ingredients] What Are the Principles for Registering Cosmetic Ingredient Information?
To ensure fair and neutral information, ingredient data registered in Hwahae follows the principles below.
All ingredient data for products registered in Hwahae is based on the following sources:
Data Sources
- The ingredient list printed on the primary and secondary packaging of the product or posted on the official website.
- The ingredient database maintained by the Ministry of Food and Drug Safety (MFDS) and the International Cosmetic Ingredient Dictionary (ICID).
- EWG ratings from the EWG Skin Deep website (http://ewg.org/skindeep/).
- The "20 Potentially Harmful Ingredients" list from The Secrets of Korean Cosmetics.
- The "Allergy-Inducing Cautionary Ingredients" list designated by the MFDS.
- The "Ingredients by Skin Type" classification from the Korean Dermatological Association’s Cosmetic Selection Guide by Skin Type (October 23, 2008).
- The "Functional Ingredients" classification from the MFDS's Regulations on Functional Cosmetics.
Data Modification & Integrity Policy
- Ingredient data collected from the above sources cannot be arbitrarily modified or deleted due to external requests or pressure without valid justification.
- Modifications to ingredient data are only permitted in the following cases:
- When the original source data is updated or corrected.
- When an error in the current data entry is identified, with supporting evidence.
- These principles must be consistently applied across all system operations in Hwahae.
[Product/Ingredients] How can I check the ingredients of a cosmetic product?
Here's how to understand the ingredient summary for each product on Hwahae.
-
Ingredient Composition
-
Ingredient Composition Chart
It shows the proportion of low-risk and high-risk ingredients among all listed ingredients. Since the graph only represents percentages, you need to check the detailed ingredient list tab to see the EWG rating of each individual ingredient and the quantity of each rated ingredient for more accurate information.
-
20 Potentially Harmful Ingredients / Allergy-Inducing Ingredients
This section displays how many 20 Potentially Harmful Ingredients and allergy-inducing ingredients are included in the product.
-
-
Ingredients by Function
A graph illustrating the number of ingredients included for each purpose and their intended function.
Example: Moisturizing, Acne Relief, Brightening, Wrinkle Improvement, etc.The functional classification of ingredients is based on data from the Ministry of Food and Drug Safety (MFDS).
However, this does not indicate the functional efficacy or effectiveness of the final cosmetic product itself. The presence of these ingredients does not guarantee related benefits. -
Ingredients by Skin Type
A graph that shows the number of beneficial ingredients and ingredients to be cautious of for each skin type. The effects and side effects of cosmetics can vary significantly depending on individual skin type, condition, season, and weather.
Instead of focusing solely on the number of high-risk EWG-rated ingredients, 20 Potentially Harmful Ingredients, or skin-type cautionary ingredients, it is more useful to check:
"How many ingredients suit my skin well, and how many do not?"
[Product/Ingredients] What product categories and functionality information are included in the Inner Beauty category?
Hwahae includes products in the Inner Beauty category if they are certified and reported to the Ministry of Food and Drug Safety (MFDS) as 'Health Functional Foods' or fall under certain general food types.
Only the following general food types are eligible for Hwahae’s Inner Beauty category, and they must be related to health care, such as skin or digestive health.
Eligible Food Categories
- Functionally Labeled Foods
- Products reported to the MFDS as functionally labeled foods, meaning that their nutritional ingredients or raw materials are known to support specific bodily functions.
- (e.g., Products labeled with 'B' that are known to support function A.)
- Special Nutritional Foods
- Foods manufactured and processed for individuals requiring specialized nutritional care.
- Among these, only 'weight control preparation foods' are eligible for Inner Beauty registration.
- General Food
- General food products, excluding 'special medical foods'.
- (e.g., prune juice, protein shakes, grain fermentation enzymes, etc.)
Source of Functional Information
Functional ingredient information is based on publicly available data from government institutions, as announced by the MFDS.
However, for functionally labeled foods, the functional description does not refer to the product itself but describes the functional properties of the included raw ingredients.
[Ranking/Awards] What Are the Criteria for Selecting Hwahae Rankings and Awards?

All advertising reviews are excluded through a strict four-step filtering process to ensure fairness and reliability.
Advertisement Review Filtering Process
- Initial Filtering: Suspicious reviews are removed using Hwahae’s proprietary algorithm.
- Secondary Filtering: A manual review is conducted to exclude flagged reviews.
- Ranking Score Calculation: Only verified reviews that pass the first two steps are used to determine rankings.
- Score Adjustment: Brands flagged for review manipulation may receive ranking score deductions.

Ingredient and price data are NOT used in ranking calculations—only user reviews are considered.
-
Even highly rated products may not always appear in rankings, as Hwahae rankings and awards are determined by a proprietary algorithm based on verified user reviews.
